Located in a semi-arid zone, the Provinces and Khouribga and Khemisset are experiencing a deficiency in water resources and an inadequate development of the infrastructure. Khouribga and Khemisset will have population of about 1.5 million inhabitants by 2015 for a connection ratio of about 89 to 96% in urban areas and only 5 to 20% in rural areas.
The current project contributes to an improvement of the water supply situation in the concerned provinces by providing treated surface water from two impounding reservoirs via long-distance pipelines. The total project budget is : 15,487,000,000 JPY = 116.000.000 Euro
Sub-project 1: Central Morocco region
The Khouribga subproject supplies towns and rural communities in central Morocco (1.2 million inhabitants concerned). Investment measures include:
- Raw water pumping station at the impounding reservoir
- Raw water pipeline from dam to water treatment plant
- Water treatment plant (WTP) for producing treated water for 1.2 million inhabitants
- Water transfer pipeline from water treatment plant to Khouribga stretching over 73 km, in-cluding several pumping stations and service reservoirs for supplying smaller locations
- Remote control system for managing the whole system
Sub-project 2: Khemisset-Miflet region
The Khemisset-Miflet subproject supplies the towns of Khemisset and Miflet, and several small-er urban and rural municipalities (420,000 inhabitants concerned). Investment measures include:
- Water treatment plant (WTP) for producing treated water for 0.42 million inhabitants
- Water transfer pipeline from water treatment plant to the towns stretching over 30 km, in-cluding several pumping stations and service reservoirs for supplying smaller locations
- T Remote control system for managing the whole system

Assignment 1: Preconstruction
- Verification of the tender documents for works packages that have not yet been tendered
- Preparation of briefing notes for the project
- The awarding of contracts
Assignment 2: Execution of the works
- Preparation of the project management handbook
- Verification of the conditions for performing the works
- Verification of the schedule and the contractors’ human and material resources
- Adaptation of the construction programme to the specifics of the site
- Review and approval of the site installation plans
- General supervision of the works
- Qualitative and quantitative control
- Technical and financial review of the contractor’s proposals and recommendations to ONEP for appropriate solutions
- Monitoring and control of the construction programme
- Environmental monitoring of the works
- Commissioning of the structures, provisional acceptance and as-built drawings
For the 2 assignments, IGIP provided the following services:
- Coordination assistance between JICA, ONEP, the public utilities, and the municipal services
- Preparation of cash-outflow forecasts, expenditure statements, and account monitoring
- Preparation of activity reports with monitoring indicators
- Project completion report
