The project’s main objectives are to contribute to environmental protection, including natural resources and groundwater; to reduce health risks for the Tunisian population to reduce greenhouse gas emissions.

The specific objectives of the Programme are:

  • Completing the implementation of a basic infrastructure for solid waste management
  • Entry into the development of a waste management system in closed circuit with recycling and materials and energy recovery
  • The promotion and realization of pilot projects for the production of renewable energy based on waste recovery

Investment funds for the Sanitary Landfill Programme III: 42.000.000 Euro

Services Provided

The Consortium IGIP – ICP – STE – I & U was selected to:

  • Assist ANGed in Programme management and in individual project management. Support the training of ANGed's staff. These are the “Accompanying Measures” (AM) funded as a gift of the German Government
  • Provide “Technical Assistance” services for defined tasks. These are financed by the loan.

The Accompanying measures include:

  • Assistance ANGed in the development of concepts, development of detailed design and environmental and social impact assessment (ESIA) for:
    • 2 new landfills
    • 1 existing landfill
    • 20 transfer centers
    • 10 landfills
    • 1 installation of mechanical biological treatment (MBT)
    • 1 RDF production facility (RDF = Refus Derived Fuel)
    • 2 rehabilitations of dumps
  • Assistance and support of ANGed in the whole management of the “Sanitary landfill III Programme”
  • Development of technical standards for landfills and transfer centers
  • Development of a concept of surveillance and monitoring of facilities and development of a reporting tool
  • Development of strategies in the following areas:
    • Valuation of organic waste (composting plants or digesters) and preparation of a pilot project
    • Waste collection in rural areas
    • Development of MBT facilities in Tunisia

The Technical Assistance comprises:

  • Elaboration of preliminary design/tender documents for projects defined in the accompanying measure component
  • Assistance to ANGed in tender procedures and procurement
  • Assistance to ANGed in monitoring specializesd work (support for regular work will be delegated to local consultants)
  • Assistance to ANGed in the management and coordination of other stakeholder contributions (national consultants, companies and suppliers) to ensure the quality of reports to the Donor and form ANGed in this area
