As signatory to the Barcelona Convention, Lebanon, like other countries with coasts on the Mediterranean Sea, is required to have secondary wastewater treatment plants for those coastal population centres of 100.000 people or more. To meet the requirements of the Convention, the Government of Lebanon developed the Coastal Pollution Control Program, which comprises essentially, the construction of wastewater treatment plants along the major coastal population centres, Sour being one of these centres.

The current project includes the assistance to the Lebanese beneficiary to administer and manage 5 works and services contracts. These are in detail:
  • Works contract for primary and secondary collector sewers in the city of Sour, based on FIDIC Red Book (Investment 11 Mio Euro)
  • Works contract for Sour wastewater treatment plant based on FIDIC Yellow Book, capacity: 440,000 PE, effluent standards exceeding those of Directive 91/271/EEC (Urban Wastewater Treatment) were applied (Investment 30 Mio Euro)
  • Works for WWTP sea outfall, based on FIDIC Yellow Book (Investment 9 Mio Euro)
  • Service contract for supervision of sewer construction
  • Service contract for supervision of WWTP and outfall construction

Services Provided

IGIP as the leading member of the joint venture IGIP, GITEC, ELARD,Consulaqua carried out the following activities under this technical assistance project governed by the PRAG:

Component I – Project management support for the Council for Development and Reconstruction (CDR) and South Lebanon Water Establishment (SLWE)
  • Overall project management
  • Reviewing and commenting on reports prepared by construction contractors and the relevant supervision consultants
  • Supporting the CDR in tendering, selection and contracting of consultants and contractors and in meeting conditions for disbursement and reporting requirements of the EIB loan
  • Monitoring construction quality, progress and accounting
  • Project completion and hand-over
  • Monitoring the operation period
  • Assisting unions of municipalities with the coordination of sewer network construction
Component II – Institutional Development Support for the South Lebanon Water Establishment (SLWE)
  • Assist in creating a wastewater management department in SLWE
  • Training of SLWE staff
  • Support for setting up and equipping a central laboratory for wastewater testing
